For this type carving, do you recommend a single bevel or double bevel flat chisel? If using a single bevel chisel, is the flat side up when cutting?

I always use a single bevel. And most of the time with letter carving I use the bevel side down (flat side up). Using bevel side up, the chisel wants to dive too deep into the wood. I have more control over depth with the bevel side down against the wood.
