If you're still looking for cheap alternatives, I have found some carving chisels in garage sales.  Not much.  But, got a gun carving set from one.  And some micro ones from another (sort of an estate sale of a guy who was a model maker).

After getting tools from garage sales over a couple summers, I then had a smaller number of tools to look for or buy new.  Like, I got a good block plane, and other used handtools and bits, so I bought a new router plane in Lie-Nielsen.
